Frédéric ANTOINE est Président du Groupe de Recherches et d’Études sur la Radio (GRER), association française réunissant, essentiellement dans le monde francophone, une centaine de chercheurs et d’analystes de la radio, Frédéric ANTOINE est professeur à l’École de Communication et à l’École de Journalisme de l’Université de Louvain (UCL), est professeur invité à l’Université de Namur et enseigne également à l’Institut des Arts de Diffusion (IAD). Jusqu’au début 2013, il était aussi le président ff. de la Commission du Fonds d’Aide à la Création Radiophonique de la Communauté Wallonie-Bruxelles, et a été longtemps pris personnellement une part active dans une radio associative bruxelloise.

 

Maria BORKOWSKA, expert in the Strategy Department of the National Broadcasting Council of Poland, graduated from Warsaw University with a bachelor’s degree in oriental languages. After few years’ work at her home university department, in 1993 she became a member of the staff of newly created office of the National Broadcasting Council. Working for many years within the team of International Relations Department, participated in preparing analyses and notes for the Council. For the recent years she is interested mainly in local and community media, cooperating with the working group of EPRA (European Platform of Regulatory Authorities). In January 2013 has published an analysis on cultural pluralism in Polish electronic media. 

 

Pierre-Yves BULTEAU est journaliste. Après avoir arpenté les Pays de la Loire et la Bretagne par le biais de la presse écrite et de la radio, il se pose un temps en Vendée où il cofonde Le Sans-Culotte 85, mensuel d’enquêtes locales et sociales. Finalement, il refait ses valises pour rejoindre l’IUT de journalisme de Lannion, en tant qu’enseignant dans la filière radio. Quatre années passées à défendre l’intérêt de la "parole publique", cette parole trop souvent confisquée ou réservée à une minorité. Une mission qu’il poursuit à France Inter auprès de Daniel Mermet et toute l’équipe de Là-bas si j’y suis

 

Celene CRAIG, Deputy CEO, Broadcasting Authority of Ireland
Celene Craig has been with the Broadcasting Authority of Ireland since 1991 in a variety of roles.  Currently, as Deputy CEO, she has a wide brief, including responsibility for many aspects of broadcasting policy, in areas such as funding of public service media, compliance and enforcement, development of content codes and standards, DTT etc. A key aspect of her work to date has been the development of the Authority’s Broadcasting Services Strategy and she is currently a Member of the BAI’s Contract Awards Committee, a statutory committee which awards broadcasting, content and multiplex contracts.

 

Etienne DAMOME est maître de conférences en sciences de l’information et de la communication à l’Université Michel de Montaigne Bordeaux 3. Ses travaux de recherche portent sur les radios en Afrique subsaharienne sous l’angle sociopolitique. Ils se déroulent au sein du laboratoire MICA (Médiation, Information, Communication, art) et du GRER (Groupe de Recherches et d’Etudes sur la Radio). Ils analysent divers thèmes : radios communautaires et reconfiguration de l’espace public ; radios, religion et sociétés ; médias et temporalité ; usages et pratiques des médias ; mutations des médias et du journalisme à l’ère du numérique ; médias et diversité culturelle.

Francesco DIASIO was born in Italy in 1967. After obtaining a degree in Political Science in 1992, he started working as a journalist for Radio Città Futura - Popolare Network, a community FM radio station based in Rome. During the years 1994 and 1995, he worked as editor in the daily news program Immi-news, focused on migrant's issues. After a short experience in Spectrum Radio, London, he became chief editor in Radio Città Futura. In 1998, he established AMISnet Multimedia Agency for Social Information, a web based radio agency providing content and journalistic productions in 'ready to broadcast' audio formats to a network of around 25 Italian community radios. From 1998 to 2000, he was elected in the Board of Directors of the European branch of AMARC, World Association of Community Radios, where he has been responsible for projects and campaigns. From 2000 to 2006, he worked in several projects for media and civil society reinforcement in Middle East (mainly in Jordan and Palestine). In 2004, he was one of the founder members of the Community Media Forum Europe, a platform involved in national and European political lobbying for the complete acknowledgement and promotion of the community media sector, as a basic element of a democratic and pluralistic environment. Since 2005, as a follow up of the United Nations World Summit on Information Society, he is involved in the IFEX Tunisia Monitoring Group for the defense of freedom of speech and freedom of expression in Tunisia and in the Middle East and North Africa Region. Chief of mission in 2007. In this same year, he launched MIR – Med Info Radio, the first all news radio satellite channel involving radios and production groups within the Mediterranean basin. From 2006 to 2009, he was consultant for the French Institut Panos Paris and the Swiss Fondation Hirondelle for the assessment and reinforcement of 34 community radios in Democratic Republic of Congo. In 2006, he has been appointed and he is currently covering the position of Secretary General of AMARC – Europe. In 2010, he led the emergency team of AMARC after the earthquake in Haiti. In 2010 and 2011, consultant for IMS – International Media Support for the development of the independent radio sector in Pakistan, and for the technical set up of the Somali refugee radio station in the Daabab camp, Kenya. Since 2012, he's working for the reinforcement of independent radio stations in Libya and Tunisia as a consultant for CMSolutions (UK based NGO): he is currently responsible for the reinforcement of the Tunisian independent radio panorama.


Ramoldines GOMES
Professora da Unidade Acadêmica de Ciências Sociais do CH/UFCG desde 2005. Possui bacharelado em Serviço Social pela Universidade Estadual da Paraíba (1992), mestrado em Sociologia pela UFSCAR (1998), doutorado em Sociologia pela Universidade Federal de Pernambuco (2005) e pós-doutorado pela École des Hautes Études en Sciences Sociales (CRBC/EHESS - 2010) e pós-doutorado Université Paris Ouest Nanterre La Défense (2010) na França. Iniciou sua atividade docente na Universidade Federal da Paraíba em 1998, ministrando aulas nos curso de Medicina Veterinária e Engenharia Florestal, foi também membro do CONSEPE. Atualmente é professora Adjunto III da Universidade Federal de Campina Grande e desde 2010 é Coordenadora do Programa de Pós-graduação em Ciências Sociais (PPGCS-UFCG), além de atuar como Docente e Pesquisadora em dois Programas de Pós-Graduação, PPGCS e Mestrado e Desenvolvimento Regional, uma parceria entre a UFCG e a UEPB. É autora de trabalhos científicos publicados em anais e periódicos nacionais, assim como de capítulos de livros. Atua como editora chefe da Revista Raízes, uma das mais conceituadas revistas da área de Sociologia Rural no Brasil. Atualmente é também Diretora-Presidente da Rede de Estudos Rurais, eleita para o biênio 2012-2014, membro titular da Câmara Superior de Pós-Graduação e membro suplente do Colegiado Pleno da UFCG.

 

Marcel REGNOTTO dirige la section Médias au sein de l’Office fédéral de la communication (OF-COM).
Avocat de formation, il a préalablement exercé l’activité d’assistant à l’Institut de droit public de l’Université de Berne. Après un bref intermède en tant que secrétaire de l’Autorité indépendante d’examen des plaintes en matière de radio et de télévision (AIEP), il a rejoint l’administration fédérale en 1989, où il s’est occupé d’élaborer les textes d’application de la première loi fédérale sur la radio et la télévision. 
Aujourd’hui, Marcel Regnotto et son équipe sont chargés de la préparation et de la surveillance des concessions octroyées aux stations de radio et télévision suisses. En outre, il s’occupe de projets plus généraux tels que le passage vers la radio numérique.

 

Babacar TOURE est actuellement Président du Conseil National de Régulation de l'Audiovisuel du Sénégal. Doté d'une formation en Sociologie, en Sciences Politiques et en Journalisme et Communication, Babacar Touré a fréquenté les Universités de Dakar, Montréal, Ann Arbor, Michigan State et Kansas State, entre autres. Au Sénégal, il est impliqué dans un holding actif dans plusieurs domaines parmi lesquels un qotidien d'information, un réseau de radio FM, une entité active dans la production, la télévision par satellite. Membre et co-fondateurs de plusieurs groupements de journalistes en Afrique, il a également participé au lancement de plusieurs organes de presse militante.
Babacar Touré est aussi membre de nombreuses instances, comme le Conseil économique et social de la République du Sénégal ou l'Institut Panos. Il est l'auteur de nombreux travaux et ouvrages.
